Looks like East West Communities will be building more homes in Williamsburg/James City County. In addition to their Liberty Ridge Community on Centerville Rd near DJ Montague Elementary . Developments plans are currently in review for Summerplace a new home community of 165 single-family homes bordering Yarmouth Creek. Summerplace will be built on 924 acres.

Upon researching the approval of the neighborhood on the James City County Planning site I noticed that there is a restrictive covenant which prohibits outdoor irrigation of any kind from the public water supply. This apparently is part of A Water Conservation Agreement with our local water supplier JCSA ( James City County Service Authority). This is a pretty radical proposal. NO watering your yard !

It will be interesting to see if anyone installs a cistern to store rainwater. I am assuming this would be the only way you can water a yard in Windmill Meadows.

 

Homes are being built by Beamer Construction of Williamsburg VA. Beamer has built many homes in the area and was the developer of the Powhatan Secondary community.

The developers of The Village at Quarterpath ( Wermers Development) are seeking to increase the density of the project from what was initially approved.

 In it’s initial approval by the City of Williamsburg  The Village at Quarterpath was to have a total of 77 dwellings. The number of homes in the Village at Quarterpath would expand by 55% beyond what’s  been long approved. To sweeten the deal, proffers will provide some affordable housing. This would have been comprised of 41 detached homes and 36 town homes.  Since the downturn in the real estate market they are now requesting approval to build a total of 122 dwellings this being comprised of 6 detached homes, 36 duplexes and 77 town homes..

Town Homes at Village at Quarterpath, Williamsburg VAThe developers are also seeking a zoning change from the RM-1 district, which allows eight units per acre, to RM-2, which allows 14.

 “Due to uncontrollable economic and real estate market conditions, we now find it necessary to reposition this community,” wrote L&B Quarterpath LLC, the development company, in its application for the change.

Proffers proposed by Wermers Development would cap the rentals at 20% and stipulate that 10% of the units will be sold for less than $220,000. The city earlier exempted Quarterpath from affordables.

Prices being porposed by the developer are to average sale prices of a townhouse at $250,000 and their size from 1,350 to 1,710 square feet. The new plan calls for smaller front and side yards than are typically required in the RM-2 zoning district.

A large continuing care retirement community at Ford’s Colony in James City County, Williamsburg VA has fallen victim to the credit markets seizing up. The financing dried up overnight but may ease up before long.

“There’s no way to mince words with that,” Realtec vice president Drew Mulhare said Thursday. “The contract we had with Windsor Healthcare [Management] is on hold right now, having to do with the economy and the credit crunch. So we’re expanding our search for a partner at this point.”

Windsor had been responsible for bringing in financing for the land and  construction, as well as the development team and the health care management company.

Mulhare said the delay won’t scuttle the project. “We wanted to complete the land transaction and kick the marketing off this fall, and we’re behind on that,” he said. But ground-breaking wasn’t scheduled for two more years anyway, after enough units were pre-sold to begin the first phase, he said.

“We don’t want to give anyone the impression this has come and gone,” he insisted. “This is not going to blow away in the wind. I would just call it a very unfortunate coincidence. When we were trying to put this thing together, the stock market tanked. I’m hoping we’ll get it back on track by the end of the year.”

Mulhare said Realtec is in talks with other health care providers. He emphasized that the negotiations are nationwide and not limited to local players.

He outlined a predicament facing many developers. Investors, whose wealth is tied up in the stock market, would have to sell at deep losses to try to invest elsewhere.

“We are talking to folks now who are telling us, ‘Our investment portfolio is down 25 percent just like everyone. And now is not the time to sell,’” he said. While the delay has pushed back the marketing schedule, Mulhare expects construction to still happen in 2010. He’s also recently seen some positive indicators. Where sales in Ford’s Colony, Williamsburg began to slow in 2007, they dropped to a trickle this summer. During October, more people are making serious offers, he said.

Yardage book is a must. Luckily, they handed me one when I paid.
Study the book carefully and decide your strategy all the way to the green BEFORE you put your tee in the ground!
This is not a “grip it and rip it” course. On several holes, you really need to weigh risk/ reward before you pull out the driver. Many people complain about this course being too hard– but it is not at all, if you THINK first!

Best thing about it…. it’s empty! I played last weekend (Labor Day). Saturday I played 9 holes, teed off around 5:30. Sunday I played 18, starting around 4. I did not see another person on the course. No Exaggeration!

If you want a beautiful chess game of a golf course all to yourself, you gotta try this place!

(I debated quite a bit about sharing my secret, but its too good not to share. Plus, I’d hate for them to close because of lack of business, it’s obvious they put a lot of money into the maintenance. So, PLEASE don’t come when I’m there… I like it empty.)

We were a female and a new male golfer, and we played this challenging – gorgeous! – course in July, ‘08 in 106 degree weather. It was a fantastic golf course/experience, and we will be sure to recommend the course to all our friends. In fact, we’d even consider moving to the community – just to have more access to the course. It is spectacular!

ProShop personnel were friendly and helpful, and there was a valuable booklet available for purchase that gave excellent descriptions of each hole – and was available for only $1.00!!!

Final comment – don’t be intimidated. It’s a challenging course, but it’s well within the reach of players who are aware of their own capabilities and willing to let better players play-thru and enjoy their own game.

Beautiful and deceptive, some will say too tricky, and I will guarantee it kicks your butt by ten strokes more than you usually shoot. Too many blind shots make it imperative to have a map of the hole or caddy neither of which are provided. (You do get a pin placement map but that is it). My heart hurts to see such a beautiful course falling to recession with a skeleton staff, no on course attendants, and a cloud of doom on the faces of the few remaining workers.

What will the rolling landscape of James City County Virginia’s Stonehouse District look like with three times the number of today’s homes? Hard to imagine.One of the side effects of the new rooftops may also be increased activism. Today most of the slowgrowth lobby is concentrated in Powhatan and Jamestown districts. “Because the growth has been focused in those areas, there have been a lot more issues around which galvanize people,” Krapf said. “As the growth demand turns to the upper county, you’ll probably see a lot more activity on the part of those groups served by public water. Much of the upper county relies on wells for drinking water. “It’s far too early to talk about expanding the [Primary Service Area} at this point,”  Stonehouse supervisor Jim Kennedy said. “We need to be looking at new technologies and water supply, such as reclaimed water systems,” 

Last year the James City County’s Real Estate Assessments Division assessed 4,825 parcels in Stonehouse, the westernmost of five magisterial districts.

More than 5,000 new housing units are approved and under way, according to a James City County Citizens’ report on cumulative growth.

Beyond that, another 5,500 are approved but not yet started. New housing of that magnitude seems far-fetched in the middle of a real estate slump, but Stonehouse remains a hot market for $200,000 homes . The population of the county could drastically shift within 20 years as Villages at White Hall, Jennings Way, Michelle Point, Stonehouse and Colonial Heritage build out. On the commercial side, Stonehouse is expected to add about 3.8 million square feet of shops, stores and restaurants.

The Stonehouse area of the county is definitely going to get the brunt of the growth.Some serious consideration needs to be given to the road structure that supports it, as well as the water situation. 

Plans for the Stonehouse development once included using reclaimed water, but were abandoned because of cost.

Despite efforts to control growth, there is still plenty of room. A good portion of the Williamsburg Pottery tract is in the district, as is the neighboring Hunt farm property. Both would provide large development opportunities. “It’s not just the Hunt property,” Kennedy added. “There’s also Anderson’s corner.” Planning Commission member Rich Krapf lives in the district and cautions not to overreact. “The buildout schedule could take years to achieve,” he said. “So people forget that that’s been approved. Then the new owners come in and people say, ‘That’s new growth and we don’t want new growth.’Yet it’s a 20-yearold project. That’s where so many citizen groups are raising the flag about cumulative impacts.”

The housing market is a wild card, though. Because of the downturn, Colonial Heritage construction has slowed to a trickle and developers throughout the county are not meeting building projections.

We’re ‘a little bit country’ out here, and we like it that way, for the most part.” “Even with the growth likely to occur, we’d still like to see the rural character retained out there,” Kadec said of J4C. “It may not be possible, but it sure would be nice.” Kadec believes the county can balance the rooftops by encouraging equine-related businesses, agri-tourism, and other industries that make preservation profitable. AS a REALTOR in Williamsburg VA I have always been frustrated at the lack of new homes available under $200,000. Yes the market has increased the inventory but currently the least expensive detached homes are priced at $240,000 those are located in Michelle Point a new development in the growing western part of James City County in Toano. Currently the least expensive new town homes/ condos are located at Pocahontas Square a Health E Communities development in lower James City County off of Rt 60 east of Busch Gardens Townhomes there start in the $190’s .You can also buy a condo or town home in Liberty Crosssing in Norge ( RYAN Homes ), Braemar Creek, Warhill Green or Williamsburg Village at Norge. Prices for these range from $209,000 to $227,000. The RYAN Townhomes are currently the least expensive three bedroom new town home available in Williamsburg/ James City County. Most of the builders are offering some sort of closing assistance. Be sure to use a buyer’s agent to represent you with any of the new home builders. It won’t cost you anything for them to represent you. I have successfully negotiated great deals with most of the new home builders in the Williamsburg VA area. 

Henderson INC DBA Candle Development has submitted plans to build workforce and affordable homes behind the  Candle Factory Shops in Norge. They are proposing to construct thirty percent of the 175 homes as either workforce or affordable. The affordable homes are projected to be priced at less than $160,000. Wile the workforces homes should be priced around $190,000.

Most of the developers in James City County have claimed that affordable or workforce housing is simply too expensive to construct.

Bill Strack of Henderson is attempting to prove them wrong. Knowing that affordable housing is a key factor in attracting and keeping people coming to the greater Williamsburg/ James City County area of Virginia.

Henderson a longtime builder/ developer  ( 50 + years) in the Williamsburg area is sacrificing profits to make the project work. Having been in business for over 50 years

The company is hoping that by offering a large quantity of affordable housing the county will be more likely to approve the project.

As part of the revised plan Henderson has increased the buffers surrounding the development, and implemented green building design principles and other improvements. 

Plans call for  33 detached patio homes and 142 will be attached patio homes. They will be arranged in small, single-floor groups around open-air patios. This design which is very common throughout California, Arizona and the West, has the advantages of being less dense without stacking homes on top of one another. They’re also less labor-intensive as yards are shared with common area maintenance. One-floor living with no stairs also makes them more appealing to active adults.

Also in the works are an 80,000-square-foot assisted living facility next door, for 96 seniors being jointly developed and managed by Crosswalk Church. Planned also are a  mix of retail and office space. Details for that are still in the works.

I am very familiar with Henderson’s recent residential development.  Their Patriots Walk development has to be one of the nicest new home developments in the area. Located in Gloucester VA you would be amazed at the quality of the homes and development especially give that it has a starting price of under $260,000. I applaud Henderson for trying to solve a longstanding problem in the county. They definitely have my vote to move forward on this proposed project !
